Party Membership

Qingdao University's Party member development process is uniformly arranged by the university, with slight variations between departments. The following outlines the university's unified process for students interested in joining the Party.

Overall Process

Submit Party membership application → Selected as Party activist → Selected as development target → Party school training and examination → Probationary Party member → Full Party member

Submit Party membership application: After one year, upon passing the department-organized Party Constitution examination, you are selected as a Party activist
Selected as development target: After being a Party activist for one year, you may be selected as a development target
Party school training: Once confirmed as a development target, you participate in unified Party school training (short-term training of 24 credit hours, of which 12 are organized by the department and 12 are studied collectively at the Qingdao University Theater)
Organizational interview: After passing the examination, the university Party committee organizes unified interviews for that semester's development targets, primarily questioning on Party membership motivation and Party theory knowledge
Probationary Party member: Three months after becoming a development target, the university organizes a Party Constitution examination; upon passing and public announcement of results, you become a probationary Party member
Full Party member: One-year probation period, after which you become a full Party member

Timeline

Starting from the spring semester of freshman year, Party activists are selected each semester
Starting from the fall semester of junior year, development targets may be selected (must have been a Party activist for one year)
Fall and spring semesters of junior year, and fall and spring semesters of senior year — four rounds of development target selection total. Using the example of being selected as a development target in the fall of junior year: this counts as the "first batch," requiring you to have been selected as a Party activist before the fall of sophomore year (so being in the first or second batch of activists makes no difference)
After being confirmed as a development target, after learning and examinations, you can become a probationary Party member in about three months; after the one-year probation period, you become a full member
The first batch typically becomes full members around December of junior year; the second batch usually becomes full members right before graduation
The earliest you can become a full Party member is the fall semester of senior year; the latest is being selected as a development target in the spring semester of senior year and becoming a probationary member right before graduation

Ideological Reports

After being selected as a Party activist, you must submit one ideological report per quarter until you are selected as a development target.

If you are selected as an activist early and successfully become a development target in the fall of junior year, you only need about 4 reports
If you become an activist in the spring of freshman year and don't become a development target until the spring of senior year, you'll need to write about 12 reports

Party Constitution Examination

Selection as a Party activist requires passing the department-organized Party Constitution examination; at the development target stage, the university also organizes Party Constitution examinations, with question types basically consistent with the department's
Question types include fill-in-the-blank, multiple choice, short answer, and essay questions (subjective questions worth approximately 20 points)
60 points is passing; failing means losing the chance to become a probationary Party member this round
After passing the examination, results are publicly announced, and you become a probationary Party member

Training Classes

Once confirmed as a development target, you participate in unified Party school training organized by the university: short-term training of 24 credit hours, of which 12 are organized by the department and 12 are studied collectively at the Qingdao University Theater. The university organizes two development target training classes each year (Session 63 was held on April 27, 2024; by August 2026, Session 67 has been organized; Session 68 will be organized around October 2026, and so on).

Organizational Transfer

When transferring Party activist status to another university, community, or Party organization, your activist status may not necessarily be recognized; generally, you need to restart the development process
Similarly, transferring development target status to another location may also not be recognized
If you have already become a probationary Party member before graduation, there is no impact: becoming a full member does not consume the receiving organization's development quota, and you can inherit the status and become a full member on schedule, but you'll need to return to the university to retrieve your files

Important Notes

Academic performance is an important condition for selection: good grades are the primary condition, but not sufficient on their own. Generally, a ranking in the top 30% is required (class committee members have a minimum threshold of top 50%)
To aim for becoming a full Party member before graduation, it is generally recommended to also have experience as a deputy class monitor or above, or student council leadership, while also accumulating volunteer service hours
Undergraduates generally have four semesters (fall and spring of junior year, fall and spring of senior year) with opportunities to be selected as probationary and full Party members before graduation
